Old Lyme Board of Selectmen
Regular Meeting Monday, January 5, 2009

The Board of Selectmen held a regular meeting at 8:00 A.M. on Monday, December 15, 2008 in the Meeting Hall at the Old Lyme Memorial Town Hall. First Selectman Timothy Griswold, Selectman Skip Sibley and Selectwoman Bonnie Reemsnyder were present.

1.  Approval of Minutes:  15 December 2008 (Regular Meeting)
The minutes of the regular meeting on December 15 were reviewed.
Selectman Sibley moved to accept the minutes as presented and Selectwoman Reemsnyder seconded the motion. SO VOTED.

2. Communications: None

3. Appointments: Update
        a. First Selectman Griswold distributed a spreadsheet listing the volunteers who have applied for positions on town boards and commissions and the vacancies that remain to be filled. Volunteers are needed for: ADA Coordinator, Comcast Cable Advisory Board, Conservation Commission, CREPA rep. (appointed by the Planning Commission), CT River Gateway Commission, Harbor Management Commission, Planning Commission, Zoning Commission, Regional Mental Health Board and the Rogers Lake Authority.
        
4. Old Business:
                a. Church Corner Project
The Church Corner Committee has completed the plans for the Church Corner and recommends that the project come before the Annual Town Meeting on January 26 for approval. The original plan has been modified to address some of the concerns of the neighbors. Selectman Sibley suggested that a street level rendering be prepared in advance of the Town Meeting so that people can see exactly how the corner will look when the project is finished and what the changes are.

Selectwoman Reemsnyder made a motion that the Board of Selectmen recommends to the Board of Finance and to the Annual Town Meeting the appropriation of a sum not to exceed $600,000 from the Town’s Undesignated Surplus account to fund the road, sidewalk and related expenses of the Church Corner Project located at the intersection of Lyme Street, Ferry Road and McCurdy Road. Selectman Sibley seconded the motion. SO VOTED.

The town has been awarded a $425,000 STEAP Grant to help pay for the project.

        b. The Police Staffing Committee
A meeting has been scheduled for January 15, 8:30 A.M. at the Police Department. The committee members have been notified and the Selectmen are welcome to attend.

        c. Sound View Beach Commission Formation Committee.
Selectman Sibley has received ten applications and another person will be applying this week. The Selectmen will go over the applications and appoint the members.



        
5. New Business:
        a. Lyme-Old Lyme Campus Track Project - Groundbreaking Ceremony
The groundbreaking ceremony was held for the LOL Track Project. Mr. & Mrs. Niblack and the school Track Team attended the ceremony.

        b. Purchase of Ariel Quint Fire Apparatus.
Based on the recommendation of the recommendation of the Fire Department Apparatus Committee, the Town has signed a purchase agreement for a new aerial quint fire truck at a price of $688,240. The new truck will fit under all Town bridges and will be able to maneuver in tight spaces. Delivery is expected before the end of the year.

        c. Swearing in of Robert Tyson – Part-time Police Officer
Robert Tyson was sworn in as a part-time Police Officer. He will undergo a field training program and will be ready to work alone in February.

        d. Coach Don Desaultes – Girls Soccer Coach of the Year
Congratulations to Don Desaultes, Girls Soccer Coach, and  Marc Vendetti, Boys Soccer Coach, who were both named Coaches of The Year.
        
6. Public Comment - None

7. Other Business
        a. Selectman Sibley mentioned forming the Bus Barn Committee. He would like to get it started soon and has spoken with Bob Dunn about serving on the committee. The bus company’s input was included in the requirements outlined by District 18. Once the engineer estimates the cost of the improvements, there will need to be a Town appropriation to fund the project.  The funds will be repaid by a lease or leases with the successful bus company bidder. District 18 has confirmed it will require two consecutive five-year leases for the Bus Barn location, starting on 1 Jul 2010.

        b. Selectwoman Reemsnyder stated that today’s meeting change was on the calendar and the website, but the emails to subscribers did not go out. She asked to have the IT support person check on this.

The next meeting will be on Tuesday, January 20, 2009.

9. Adjournment
Selectwoman Reemsnyder moved and Selectman Sibley seconded, to adjourn the meeting at 9:04 A.M.
